Generally, no. You should not leave the "traveled lane". Crossing a solid line is illegal, and the same thing.
However, there can be exceptions. I know a highway in Massachusetts where it is allowed. There are signs that specify what time of day this is permitted. Rush hour, mostly.

Here is the deal here in Ga If you are in traffic on the interstate or hi way and you are dead stop and the exit is just over the hill yes you can however watch out for emergency vehicles, hope this helps

the shoulder is not a passing lane. if it was we'd have no need for yellow broken lines so we can pass. shoulder is only for emergencies, or when broken down

It's not only not permissible but it's a really dumb thing to do. I would only do it if a car is stuck blocking the roadway, and then only very slowly and carefully.

No anywhere I have driven. I have heard rumors that some counties in Texas and Florida allow it but I doubt it.

it is not and no state in the US allows that. u only park on the shoulder in case of emergency.
