I had to do my sister's bridal shower and at the time, I was not working, so it was hard to put together something on no budget. But I got ahold of her friends, and the rest of the bridal party, and asked everyone to chip in an idea or some money.
You don't have to decorate the house...that's just a waste...and no one notices anyways...spend the money that you have on something special for her, she'll appreciate that more than wasting your money on balloons and streamers...
At my sisters shower, we had a pinata filled with fun stuff like candy, condoms, and small adult toys. We also baked (at home) a cake and carved it so it looked like a penis...whipped cream and chocolate shavings look awesome if you want to try this route. Stick with simple finger foods, maybe fondo...everyone likes fondu, and it's pretty cheap!

Games... get the groom-to-be to answer some questions, like favorite food? favorite band/artist? favorite shirt to wear? and even more intimate questions if the party is more risque like favorite sexual position? weirdest place they've had sex? etc... then, each of the girls at the party gets to ask the bride these questions. it's just a fun game.
there are other silly games like the clothes pin game... get a bunch of closepins, each person gets 1 to start and tell everyone they are not allowed to use the words "wedding" "bride" "groom" "marriage" stuff like that. then, whenever a person says any of those words, whoever hears it first gets to steal their clothespin. the person with the most at the end of the party wins something nominal...
other things would be get a journal (very girly) and have each of the people in attendance give the bride-to-be a bit of advice, well-wish, or just something nice (poem, quote, etc.) in the journal. it's cheap but from the heart!
if you are hosting the party and don't have much money for food/drinks... make it a pot luck! have each person bring their favorite dish & favorite beverage. you too can have 1 item of food & 1 drink that you like... keeps the cost down for everyone, especially you!!!
good luck with the shower. i'm sure as long as the people she loves the most are around, the shower will be a success!!!

When I was poor and growing up with other poor families. They would do games like:
Have the Bride leave the room then you had to write down what she was wearing. The person with the best and most remembered, won.
Have the Bride fill out a questionaire like What is your favorite color? Where did they meet? Things like that. Ask everyone the same questions and whoever has the most correct wins. You could also have the groom answer questions and have them guess his answers too.
Also, fill up a bowl of uncooked rice and put in safety pins (closed of course) and have each person try to feel and find the safety pins. Whoever had the most, won. You set a time limit of like 3 minutes.
Fill up a a bottle of jelly beans and have people guess how many are in there.
Or if she has a long name, have everyone write it down on top of a piece of paper. Let them make words out of her name. The one with the most words wins.
Have fun and I am sure that whatever you do, will be appreciated.

Ask other family members & bridesmaids to each bring a dish- potluck style, cold cuts, chips & dip, nachos & salsa, veggie trays, fruit tray with maybe yogurt or chocolate dip, cake, cookies, dessert squares, sandwiches, cheese & crackers, olives & pickles, potato or macaroni salads. Make a fruit punch from 7-up & fruit juices, & serve just coffee & tea. See if you can hold in a friend/family members back yard or house, church basement or in a park (remember to bring blankets to sit on or have people bring a few lawn chairs & folding tables). See if friends with flower gardens can donate some cut flowers, or loan a few potted flowers to decorate the tables with. Borrow table cloths. Dollar stores are great for napkins, plates, cups, decor, and it is ok to ask for financial contributions from other wedding party members or family, say even $15-20 each should get the ball rolling. Make a simple guest book from a dollar store writing journal. You can find prizes for games at the dollar store also, lip balms, mini nail polishes, single wrapped chocolates, travel sized lotions or bubble baths, scented votive candles, etc; or have everyone who attends put a dollar in a hat & divy up the winnings evenly to the game winners. At my bridal shower one of the fun games was a contest to see who had the heaviest & lightest purse, use a bathroom scale & give silly prizes to the winner. Or the first person who can produce say "a pen, a nickel, a photo & an eyeliner" wins a prize. We also had a few leafless tree branches arranged in a vase & each guest wrote a wedding blessing or wish on a slip of colored paper & hung it on the "tree" with a ribbon. Just remember. keep it simple, it is just a way for women to be silly & have fun & give their best wishes & a gift to the bride to be.

Well, you'll need SOME money - hopefully your family will help you out here. Usually family members help with getting food ready for the party. You just need to organize some games (google your little heart out), invite family and close friends from both sides of the family, have a light lunch organized (cold cuts, buns, cheese, pickles - or fancy sandwiches); veggie tray and dip; fruit tray and dip; some other appies if you want; trays of dainties, and a shower cake, if you want. Punch or drinks, or wine. You don't need a lot of decorations, either, some streamers and some bells - check the dollar stores.

Bridal showers don't have to cost a fortune. Most bridal showers can be held at home. You can make the food. Often, you won't have to do it all yourself. Mother of bride may want to bring something. Mother of groom may want to bring something. Other bridesmaids may want to bring something. You can make the cake yourself, or buy one at the bakery if you have enough money.
Two games come to mind.
First was the clothespin game. Everyone gets a clothespin when they enter. Clothespin is usually attached to the skirt. If the guest crosses her legs, first person who notices gets to take her clothespin. The person with the most clothespins at the end of the party wins.
Second, the memory game. Hostess walks thru the party, pausing just a few seconds beside each guest so they can look at the tray of small objects she carries. Then hostess gives each guest paper and pen. She asks them to write down all the objects they remember from the tray. Guest who gets the most objects correct wins the game.

If your sister is ready to get married, she and her groom should be paying for everything except your dress and shoes. Same goes for the rest of the bridal party. They should pay for their own cake, or make it themselves.
Don't worry about a shower at this point. You spent more than enough money as it is. If your sister wants one, she and her groom can throw themselves a Household Goods Shower.

Here are some inexpensive, yet "fancy" menu items that you could serve...
**Cold Veggie Pizza:
-Use the pizza dough mix in a pouch (or just use bisquick)
-Bake the pizza crust as a thin crust (this will help to stretch it)
-Once cooled, spread w/softened cream cheese to your desired thickness...tip:less is more! You can season the cream cheese w/pepper, garlic, parsley..whatever you like
-Sprinkle w/some shredded cheese-your choice
-Top w/chopped (small) broccoli, tomato, black olives, red onion....whatever veggies you like, just make them small.
This works best if crust is rectangular in shape, you can cut into "strip slices" that are approx 1"x2", this goes REALLY far, it tastes light, but can be filling w/the crust/cream cheese and veggies like carrots/broccoli. AND you can make a ton of these for very little cost! (Really good cool dish for hot July days!) Has a very colorful, bright and appetizing presentation.
**Deviled eggs are always easy, and can also be satisfying as well. Be sure to delicately garnish the tops w/a sliced olive, or fresh parsley along w/paprika.
**Have large bowls of popcorn out. May sound odd, but I've seen it done and its really good! You figure, how much is a big bag of popcorn? a buck ? Pop it, lightly drizzle w/melted butter or "health concious" oil and season w/dried parsley, black pepper and grated paremesean cheese -- Or spice it up w/some cajun seasoning which you can find as a premixed seasoning-you don't have to create your own...Have the large bowl out w/a short handled scoop and some cute little dixie or clear cups for guest to put it in. Popcorn's a great summer snack!
**Have a nice bowl of either bing cherries or grapes...fruits that are ready to eat within their own skin are great for sitting out. Grapes are cheaper and there are so many varieties that it could be a very pretty dish...just be sure to get the seedless!
**Toast points are SOOOO easy! And Cheap! Use a simple loaf of cheap .50 bread and cut each piece into 4 triangles...place on a cookie sheet and "toast" them in the oven to your liking. You can top these w/ ANY kind of sandwich spreads which are also SO easy to make...and you can make more than one kind. Just get your base meat (roast beef, ham, chicken, turkey..etc) from the deli, its cheaper...process it w/your choice of mayo/dressing and veggies (onions/celery) ..plate and garnish it and your done. If you're really tight on $$ or time, you can buy the spreads already done from the deli, but if you can do it-homemade is SO much better...
**Just a quick "filler"...pretzel rods stood up in a large brandy snifter or other "creative" glass looks so cute! I did this for a shower...took the rods in the snifter and then surrounded the snifter w/tall shot glasses filled w/asst dips (various mustards, ranch, marinara, don't do cheese, it hardens-yuck!) I kept a supply of shot glasses prefilled so that it was easy to replace empty dips....
Basically the key thing to making "nothing" look like "something" is presentation. You can change the entire look of your dish just by adding a fresh sprig of parsley or other green, placing the eggs on a bed of lettuce....
for some game ideas....check online, there are quite a few sites that have things you can print/download that really don't require anything to play other than pens/paper/pencils...maybe stickers for some. Just do a search for "bridal shower games" and you should get some decent options.
A nice "ice breaker" to offer to get people involved/mingling is to provide a "scrapbook" table. I did this for my sis in laws shower and also my cuz's baby shower and it was a great hit!
Just fill a table w/an assortment of pages, stickers, foam shapes, glitter pens, whatever you'd like to use...then what I did was create a "sign" sort of giving instructions on what it is and what it's for--that you're creating a "Memories" album/book for the bride to be filled w/well wishes, advice, thoughts, 'food for thought'..etc...
The book was my 'gift' to my cousin, I purchased an inexpensive scrapbook album to collect and insert all of the pages in........
