Not only has God spoken the worlds into existence by his words, but we who are born-again believers actually speak ourselves into a Christly existence. Romans, Chapter 10, Verse 10:

For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.

James, Chapter 1, Verse 26:

If any man among you seems to be religious, and bridleth not his tongue, but deceiveth his own heart, this man's religion is vain.

Deuteronomy 7:1-2 When the Lord your God brings you into the land you are entering to possess and drives out before you many nations . . . then you must destroy them totally. Make no treaty with them, and show them no mercy.

20:10-17 When you march up to attack a city, make its people an offer of peace. If they accept and open their gates, all the people in it shall be subject to forced labor and shall work for you. If they refuse to make peace and they engage you in battle, lay siege to that city. When the Lord your God delivers it into your hand, put to the sword all the men in it. However, in the cities of the nations the Lord your God is giving you as an inheritance, do not leave alive anything that breathes. Completely destroy them—the Hittites, Amorites, Canaanites, Perizzites, Hivites and Jebusites—as the Lord your God has commanded you.

Leviticus 25:44-45

I am not sure what your question has to do with that scripture.

However there is no such thing as a purely evil person.

Everyone has some good, and even an evil man can speak good things.

Yes...It is one of the main foundations of Islam. Notice Jesus says "ALL will have to give account on the Day of judgment"...precisely what all the other Prophets of God have said.
