During the race the tires are going across the pavement like sandpaper across wood, and it is always keeping the tires clean. During a caution that stress is not put on the tires and they will start to cool down and then pick up debris. So during the caution rather than just ride around and pick up stuff on their tires and letting them cool and affecting their car's handling they go back and forth to keep them clean and to keep the heat built up.
Cool tires have less air pressure than the tires when they warm up. If you start you tire with 15lbs of air pressure, it could have 35-40 by the end of the run if not more. This is why sometimes you see the concern for a crash at the start of a race going down into turn 1. With the low pressures, the cars do not handle like they should on high pressures... but if you start the pressures out high, the tire can explode, or it would be like driving on 4 pool balls (if that makes sense).
Sometimes for shorter runs at the end of a race 10 laps or less... if a team is going to make a pit stop, they can adjust their tire pressures so when they get the green again their tires are already built up, and they feel comfortable under the driver.
