God's love for us is bouneless and enternal for each one of us. He has show this in His Word, but in order for that Word to reach all of us requires that we make an effor to spread His Word. So in essence, we can (by inaction) veil the Word (God's love) from some people. It is also possible, that the Word (and therefore God's love) can be veiled inadveretently by human error if the actions of one person turn another person away from the Word.
And of course, there are those who are on a false path and may actively veil the love of God as revealed in His Word from others.
God's love is perfect and eternal, but it is dependant on us The Church to spread the message across the world. Since humans are flawed, it follows that in some cases God's love will inevitably be veiled.
The greater question would be "How will God judge those who were never exposed to His Word?"
