I am not asking about men & men or women and women, I am only interested in a heterosexual marriage proposal at this time. No offense, people.

with a ring, do something special, make it memorable fo rthe 2 of you. usually involves being on bended knee.

It depends on the woman. I would not advise:

1. In the car on a vacation with your lady while driving from Ft. Lauderdale to Orlando (what I did) - *note: I did make up for it on Christmas when I made sure after a long day that it was the last gift she did receive that day and I got on bended knee

2. In the midst of an argument with your lady b/c you were late trying to get her ring (what a friend of mine did)

3. Pressured into doing so (I'm quite sure several people have done)

I would suggest surprise (unless she hates surprises) and the guy getting on bended knee. If you have a special artistic talent, USE IT! If not, the fact that you proposed is good enough.

there really isn't any "proper" way, but the most common way( if the movies are any indication)
is with a bunch of flowers and a ring with the guy on a single bent knee(preferably the right).
in Singapore we tend to be more practical(read as less romantic, more shy and conservative)
the most common way is to ask the girl to apply for a government flat(apartment) with him, but of course there are some guys who are more adventurous who does it in other ways.
he can write it across the sky in 15ft high letters, or doing it after serenading her at 3am, under her window(provided that she doesn't live in an apartment on a high floor and he doesn't end up in a hospital, having been injured by flying objects thrown by irate neighbours).the most important thing would be the relationship between the the man and the woman.

There is no RIGHT way I suggest that he should be very aware of what she would want - that is the only correct way to propose to her anything less and he risk's being refused (a terrible blow to most men's ego so don't do it lightly girls).
For the wimps wait till valentines day and ask her if she would like to ask you anything special today !

Do something that would be special to HER, because the actual proposal probably means more to her than you... Also, she is going to be telling a lot of people how you did it and you want her to have a romantic or special story, not something anticlimactic.

Make sure that you are doing something that she enjoys. Cause you want it to be special, plus she is going to tell everyone she knows so you want everyone to think of how sweet it was.
