This is the Pre-Existance. Even though we have forgotten, our Father in Heaven remembers who we were and what we did before we came here. He has chosen the time and place for each of us to be born so we can learn the lessons we personally need and do the most good with our individual talents and personalities.
Our heavenly parents provided us with a celestial home more glorious and beautiful than any place on earth. We were happy there. Yet they knew we could not progress beyond a certain point unless we left them for a time. They wanted us to develop the godlike qualities that they have. To do this, we needed to leave our celestial home to be tested and to gain experience. We needed to choose good over evil. Our spirits needed to be clothed with physical bodies. We would need to leave our physical bodies at death and reunite with them in the Resurrection. Then we would receive immortal bodies like those of our heavenly parents. If we passed our tests, we would receive the fulness of joy that our heavenly parents have received.

It is called the Garth, and lies on the right side of the great gulf just beyond paradise and just before the the 4th level of heaven under the throne of God the Father, this is where new spirits await to be born.
Paradise is a place that clean spirit go and purgatory is a place that unclean spirits go, from these two places a spirit during the 6 Seasons of Labor are allowed to be reborn, but they must take 7 other spirit more wicked then themselves when they return. Purgatory is on the left side of the great gulf.,
Evil spirit can only come back when unclean spirits are so wicked that 7 spirit more wicked then themselves can not be found in purgatory, it is in the (last Season) Season of Rest that this usually happens
At end of the Season of Rest, and before the next Age begins, all are brought before the Throne of God where they are Judged, those who have been good they are allowed to continue and are able to return to earth if they choose, but those who have done evil they are sent to hell, those who are border-line are sent to purgatory, and must return. Until all is fulfilled at final judgment, which is just before God the Father who art in heaven speaks the seven (7) utterances.

you have the wrong idea of heaven as if it's just one thing. Earth is a level of heaven as well, just a lower level. Souls go to a higher level than earth to rest up and heal before another go round on planet Mearth.

I think we live on the other side( heaven) in between lives.I think we come down to earth to learn and experience for God.I don't see incarnating on earth as punishment I just see it as a learning experience.A chance for our soul to advance on our spiritual path.

souls are entitys and living beings of a sort, like we are physically, just... not physically, and not mortal... think of it as a different variety of life form.
depending on how you define "heaven" that may or may not be an accurate answer.
basically theres an "area" before and after death, different areas of this space are for which directions and intermediate and such.
its really not as complciated as you might think.
