Is there a temporary license that you can get in the respective state that you are visiting in the U.S. if you are here on vacation from a foreign country? If not, is there a certian time limit you can drive in the U.S. if you are a licensed driver in your home country?

An "international drivers license" is not valid in the United States. All one of those will get you is a ticket.

Those are sold to American drivers to be used in countries that don't accept a valid state drivers license (and that list isn't long). They are sold by your local AAA for only $10.

A visiting foreigner can use his/her current "valid" drivers license. No "temporary license" exists or is needed. There is no limit on how long you can drive with your foreign drivers license outside of it's current expiration date.

i've heard of an international license also, but you can always use the excuse "i'm the designated driver"...that's worked before.
