Just nod to him and go about your business and let him look. Especially, since he knows you know he is there, he will get bored after a while. He may return again but each time he will find it less thrilling and by acting like it is no big deal, he will lose interest and stop.

I would first go to him, NOT his mom, and let him know that he is really bothering you. He is not only disrespecting you, he is also violating you in your home setting, which no one should have to deal with. If you feel uncomfortable or for some reason can't talk to him directly, tell his parents about the situation. This could be a legal matter that could lead to restraining orders, but I advise you to not bring it that far. I think once you express your concern and discomfort then things will straighten out. Ignore him! He obviously gets a kick from seeing you squirm when he is watching you. If his observations (from the roof) have no noticeable effect on you, he will soon get bored and find something else to do. Your part in this is to make your parents aware of the situation, and never to do anything provocative or encouraging to him. Your disinterest in him will soon deter his attention. Don't stop using your pool because of him.

Talk to his parents or get your parents to talk to his parents. This could turn into a serious problem if you don't fix it. You should be allowed to your privacy in your own backyard and not have to worry anout your neighbors watching you. And if none of that works think about a restraining order.

The best thing to do is to go straight up to him and talk to him and that you WILL seek action if he doesn't stop.
If you aren't a confronting type of person you might as well address his mother or tell the local police, they won't do the whole legal thing but will be able to scare him a little bit so things don't get serious.

Talk to his mom when he isn't home and see if she can convince him to stop. If that doesn't work, write him a letter telling him that his behaviour is threatening and you would like him to stop. Be sure to keep a copy of it. If this behaviour continues, talk to a lawyer about a restraining order and possible legal actions. This could become more serious than peeping. Don't wait to do it.

I would go up to him and say "no offense, but I think it is very wierd when you are always looking at me" if he still continues to do it, I would like tell your mom (unless she already knows it) and if that still gets out of hand I would like tell the stalkers parents that he is getting very annoying and would he please stop or would they always keep a close eye on him?
plus this might be more than it seems.... continue to seek help whenever you can

his mom knows and she does nothing!!!
next time you see he doing this CALL THE POLICE!!!!!!!
best way to do this might involve you lying be the pool,with him watching so the police can catch him at it.
this is stalking/abuse
don't be so sure that the only time he spies on you is when you're swimming. sounds like he could be a pervert

Talk to him and his mother tell them it is starting to get old but be polite,and that u would appreciate it if he would stop,tell him you are trying to be nice without going to extremes but if he continues to stalk you and invade your privacy he gives you no other alternative but to get the police involved, cause it is against the law and there are stalking laws to provent it from happening! be nice to a point but be forceful when getting your point across that it will no longer be tolerated!

Start documenting everytime you go outside and he's there, write down where he is located, keep copies of your documentation, show his mother and him your documentation, (take someone with you) and tell them kindly that if it doesn't stop you will press charges. And tell them to have a nice day.
