Not at all. The Protocols first appeared in Russia in the early 1900's, and the belief is they were written by the the Russian-French journalist Matvei Golovinski.
The Book of Mormon was written in 1830, but the Mormon movement was strictly a US-based one, so the answer is no, Mormons did not write the Protocols of the Elders of Zion.

I don't like mormonism, but I don't think there is any truth to that. When I was mormon, people always seemed very respectful of Jews.
