I am a 16 years old american citizen and i am getting my passport for the first time and i have a problem, i have always lived in Mexico but i'm moving to the U.S in a couple of weeks and i went to get my passport at a mail office on Texas and they told me i should have an american ID which i can't get because i have never been living in the U.S so they ask for the passport and for the passport i need an american ID, so in Mexico there is a U.S consulate and they accept mexican ID's but the problem is that if i'm moving to the U.S i have to write my U.S address and in Mexico you can only write an address from Mexico. I have explain all of this to the people at the passports and to the people at the ID's. So what do you think I should do??? Thank you.

and i can't put a mexican address since i'm going to live in the U.S

if your and american citizen, you must have your birth certificate somewhere. With that, you can get a legal ID in the US.

Get a US address. Or apply under your Mexican address using your birth certificate and Mexican ID and wait for your passport, then change your address.

who has custody of you? normally you need to apply with one custodial parent since you are a minor.
