Because some guys are immature and don't know how to develop a relationship first. Usually an invitation to s.ex involves multiple signals and kissing is sometimes one of those. Personally, I like to wait until the act of intimacy is overdue. As most people who have been there know, this can have extraordinary benefits. For a smart guy, ending a good date with a nice kiss and then walking away without being pushy for more can make a girl's the mind start to think about taking it to the next level. And when both people are on the same level, thats when the fireworks go off.

We don't think a KISS is an invitation to sex BUT if we start kissing more than a minute or two, the soldier is saluting and ready to go! ! ! ! ! ! ! !
SO if you have no intentions to keep going just stop with a few short kisses, THEN we won't get the wrong idea!

It's a step in the right direction, but, no I should hope most of my fellow males know better to than to think that. As to why? Wishful thinking.
You'll find this less of a problem as you get older (assuming you get married, or at least keep dating guys your own age). As teenagers and young adults, we really are little out of countrol. As we mature, our rational side gets the upper hand more often.

Because most of the time it is. Maybe if its just a peck its different but if its like heavy and passionate I would understand why they would think that.
