This could be very risky. Patients suitable would need very careful ongoing screening to make sure they are doing it right and their drugs would need to be safely stored to prevent accidents. Having worked in care home, I think it would be shunned by most people as expensive and dangerous

Administration by Service User (Self-Administration)
A record should be maintained of the medicines given to a self-administering service user, including the date .and signature of the responsible care worker. This information will assist staff to monitor compliance with therapy. A self-administering service user does not need to complete a medicine administration record chart (MAR chart).
Clients should be encouraged to self-manage as soon has possible to help maximise their independence, maintain their self-esteem and promote the clients dignity. I would do this by discussing what the clients needs are and how they would prefer to undertake their treatment in consistent with their plan of care If the client has been prescribed drugs they should be aware of the side effects that may occur. It is important for the client and the carer to be aware of this to ensure the new drugs are working effectual, if for any reason the client’s condition has changed it should be discussed and a way forward should be explored.Depending on the individual client and carer the level of support needed and given can be different depending on how dependant or independent they are.
The level of support can be different and may include the carer assisting in ordering or the collection of the medication, providing explanations and guidance on carrying out the health care procedures, demonstrating the correct techniques to be followed, or simply being present in order to offer emotional support and reassurance
If a client requires a carers support in taking physical measurements it is important that the carer is aware of what is normal for the individual client. Depending on the client’s state of health their physical measurements can be very different to the next To report the normal and abnormal of each client it is important that you are familiarised the individuals plan of care.
The carer should encourage the client to monitor their own health condition whether it maybe improvement or deterioration.
If there are any indications of change the client should report this and the carer could answer questions in the limits of their knowledge.

That's not really safe and many of the medications in mental health facilities need to be monitored and taken at certain time/days... I don't think it's a good option...Besides, people get paid to do that type of service...
