Well, considering it was actually Bush's bill and he's all upset about it being shot down perhaps it would be better to offer him the knife.
Oops, sorry, can't do that, Hari-Kiri is an honorable way out of a dis-honorable situation, GWB is unfamiliar with that word, "honorable".
