In studies of people between 21-65 who use their cell-phones while driving, the reports stated the behavior of the drivers closely resembled someone who had a .08 alcohol level(2 drinks) due to inattention, tailgating, swerving in and out of lanes, speeding up-slowing down, and lack of turn signal use

No it seems impossible. Somebody exhibits driving behavior that gives a cop probable cause to pull them over on the suspicion of driving drunk. Where did the alcohol magically come from that caused that apparently innocent person to blow a .08 ? In the absence of a fermenting stomach, it had to come from an outside source. Moral of story: If you're gonna be dumb enough to drive with a buzz on , don't talk on your cell phone while you are doing it.

well yeah-----I mean if you are talking and having a good time on the cell phone, you are definately not paying much attention to the driving so naturally you are going to get too close to other vehicles not looking where you are going ect. But then some people drive that way even when not on a phone they just dont think about what they are doing that is why , I THINK

Cell phone users resemble drunks while driving. This is well known, and the reason limiting legislation is being introduced.

A Breathalyzer can't detect cell phone usage, so I don't see how your statement goes with your question.
