What is a good software program for scanning old cabinet card b&w photos to repair and clean them up with?

Any scanning software will do well, so long as the scanner has a good enough resolution.

Get a good photo utility to clean up and restore them such as PHotoshop or GIMP (GIMP is free on the net.)

I would recommend Photo Shop.
