there are two process i have to go through 1 leeds city council 2 education leeds do they work together can they do this.

Find a solicitor and seek his advice as what is the authority the Leeds authority have, if they are having a bad deicison, seek a judicial review against them but before that, try appealing first.

18 years I would have though t it was time expired by now unless it was a very serious offence indeed. There is more to this than that. Please do not expect ant city council to act in a reasonable manner they serve only their own interests. if they looked into their methods they would provide the most super service for the same money or the same service (if you can call it that) for half the price. If private industry can do it surely a local council can if it has the will.
