The expression works like this: Something might look good and innocent from a distance or at a casual glance, but examine it closely, and you will see that "the devil is in the details." Take, for example, an offer that looks great at first reading, but when you scroll down to the fine print, you realize that it's not a good offer at all--"the devil's in the details."

The devil is in the details means that people can have great, noble plans with lofty ideas, however when you try to make it work in reality it becomes harder and is almost sabotaged from within.
For example, peace in the world would be good for everyone and everyone should want that, but people also want to hold on to hatred of other people groups.

The reference is to deceit, distortion, or misleading details. Another way to say it is; "The big print giveth and the small print taketh away."
