You can't tone a certain part of your body. You need to lose overall weight. Do weight training--low reps, high weight (no, you won't get big)--and go on a diet.

get 5 lbs. weights and hold them together in your hands. put your hands above your head and bend your elbows...keep your arms kind of close to your head as if you are going to squeeze it with your arms. now lift the weights above your head slowly and then bring them back down. if you are doing them right you should feel the resistance. don't forget to stretch before and after though.

You need CARDIO to burn the fat, and then any kind of arm/chest resistance exercise to tone the area - exercises such as high rep weight training and/or pushups.

Try running and lifting light weights ... it worked for me, after a week I noticed a difference.

do dips, arm extensions, dumbell bench presses, push ups and any other excercices with pushing motions. Also do a lot of cardio excercises like running to burn fat

push ups. they work more than just that section, but they do help that section.
