It's always exactly one hour, and does not correspond to daylight savings time. It just did it again this morning. Why does it do this, and how can I make it stop?

This is a problem I've seen a lot actually with Windows XP Service Pack 1 (whether or not you've upgraded to service pack 2). Try toggling your time zone between two time zones. Also try connecting to the internet for a while and seeing if it updates.
