Can holsters be used for medical supplies and tissues instead?

It depends on the holster and what you want to put into it.
Most holsters are designed to carry specific handgun models or types, and will not securely hold anything else.
If you have a fannypack or bag type holster, sure, you can put anything in it that will fit.
