The other day I walked out to the parking lot to our apartment building to see the 13-year-old girl I live next to having sex with a boy in his car!! I'm not close to her or her family, so I don't know how I could ever bring it up, but I'm concerned for her and scared she could get into some trouble. What am I supposed to do? This has got to be illegal to some extent right?

ewww...You need to tell her parents or tell owner of your buliding. It is a crime so call the police next time.

You absolutely must tell her parents, for a number of reasons.

1. At 13, she has no business having sex at all. She is too young to make a mature decision about something that could affect the rest of her life (STDs, pregancy, not to mention the emotional aspects).
2. No one, no matter their age, has any business having sex in public, which is what she did. It is disgusting, and even if her parents think it is OK that she is sexually active (which I seriously doubt), they surely don't want her putting on a show for the neighbors.
3. You have a right to a certain amount of decorum in your own living environment. Even if her parents approve of her sexuality AND approve of public sex, they have to know that doesn't give anyone the right to force their views on the neighbors.

This is terrible. I hope you do talk to the parents. This child needs serious help, now.

Just don't bring it up at all.
Her parents may be aware that "things" may be happening but they may not know what. Since they probably have an idea they either:
A) Think it's fine
B) Don't care enough to bother.
Either way don'tt get involved. Some people like taht you jus don't want to mess w/.
You could get the authorities involved.

Call the police, if it is someone older than her that she is with it is probably illegal. If her parents are home at the time, knock on their door and tell them that there is something wrong going on in thair car. Let them see for themselves. Or call the manager of the complex.

Yes it is illegal in most states in the US ( it is called underage sex with a minor depending on the age of the boy). As to what to do, I would try to befriend her ( without letting her know that you saw) and see if there was something you could do to help her.

It would only be illegal if the guy was 18 or above. Just tell her parents. If you feel you need to do something, then you must. Simple as that.

I'm sure it is - she is a minor.

Since you are not close with her and her family, say nothing and mind your own business.

Young girls will rarely get away with this as they are not cautious enough and will get found out.

My point being is that You saw them.

If this really bothers you, you could slip an anonymous note under their door addressed to her parents. Do not let her/her family know you did this. All sorts of nastiness could follow.

It's called "statutory rape". If I was you, I would TYPE a letter to her parents, telling them what a saw and slide it under their door. Don't sign the letter, either. Just say that you are a concerned citizen in the community, and this is what you saw...

You don't say your age but you are correct to be a bit concerned. Maybe you could talk to her parents or someone that knows them. She is living dangerously. Good luck

depending on your state, it can be against the law, even if both parties are underage. I would write a letter to her parents and stick it in the mailbox. But definately tell them what you've seen. You could be saving her life
