I would suggest you keep your bird's wings trimmed. Maybe next time have the vet or whoever just clip the inner flight feathers. This will make the bird able to fly short distances but not able to completely fly away. The feathers will grow in again in 6 months to a year depending upon when your bird molts. Every bird loses his or her flight feathers once a year and grows new ones in. When your bird gets its new feathers, please clip them. I don't like hearing "my bird flew away, what do I do?" because this happened to me when I was little and it was so sad. We found my bird in the neighbors backyard where it was killed by a cat. Please clip your bird's wings and keep them clipped!

Yes, they will grow long again after your birds next molt. When this is depends on the age of your bird and when their last molt was. But just be patient and pay attention and you'll know when it can fly again.
I had an African grey that would need its wings clipped once every 6-8 months the new feathers grew in so fast.

I clip birds wings for people in my pet store and most parrots come back annually for a re-clip.
With an African Grey watch for the black outer primaries regrowing and covering the red tail when he is at rest.
If he is clipped correctly he should be able to flap his wings so that they act like a parachute but he should not be able to take off upwards.
