In a preschool setting, are early 2-year olds considered "toddlers" or preschoolers?

No difference, but those in pre school are called preschoolers. Not all children go to pre school before entering kindergarten.

Toddler up to 2 and preschool are usally ages 3 and 4

I don't think there are any hard definitions, but a toddler is normally considered a child who has just started walking. A two year old would fit that description.
A preschooler could be any child who hasn't started school yet, but normally is used for 3 and 4 year olds.

2 year olds are considered toddlers. Between 1 and 3 years old they can be considered toddlers. Once they hit 4 years old they enter the preschool age range.

I am a home daycare provider and I would classify a 2 yr old as a toddler. I think at around 3, when they can get up to the table and color and use kid siscors and stuff like that I consider that a preschooler.

toddlers are ages 1-3
preschoolers are ages 3-5 preschool as in before elementary school

I generally differentiate that they are toddlers until about age three then preschoolers until age 5. It's not any kind of formal designation, just to help differentiate between more baby-like and more school-age-kid like.

if it's preschool then every child attending is a preschooler. but if it's a daycare that also offers preschool, and your child hasn't moved into preschool classes yet, then i guess he is a toddler.

Toddlers are very young kids, before they learn to walk, and preschoolers are kids that had learnt to walk and are getting ready to go to school!
