Summer Work is best at seasonal places of employment.
Amusement Parks or Water Parks are great, you get to ride the rides for free after work at some.
If you are certified, Lifeguarding is great because you are at the pool or beach all day, nice to work on a tan!
Ice Cream Parlors or other Summer Restaurants, like BBQ places or Diners.
Babysitting is a good one, especially if your parents have friends that have young children that need a babysitter while school is out.
Check into a local College and see what Summer work they may have. Many tend to hire for the summer help in some of the departments, plus if you are thinking of going to that school in the future, gives you a chance to get to know the place and people there.
Working in a hospital, especially food service there.
Seasonal help at many stores in the Mall as College help has left for the summer might be an option.
Grocery stores or Supermarkets are always looking for help during the year.
You could also look in the local paper to see if any odd jobs might be available like a paper route or doing some type of computer work for the summer. I have seen in the past people looking for help typing old manuscripts into the computer for so much per page.
Could look for a waitress job at a local or franchise place in the area.
Hope this has helped.
Now, the biggest challenge, is if you do not have a car, figure out where you can get to, and how you might get there.

My daughter is 17 and works as a maid or housekeeper at a hotel. A lot of hotels and motels are looking for good housekeepers. In case you are worried about safety they are not allowed to clean if there is anyone in the room.

First of all, there's nothing wrong with Hooters. But being sixteen, they probably cannot hire you since they serve alcohol.
Try fast food restaurants, Starbucks, Barnes and Noble, and grocery stores. I've even worked bussing tables at nice restaurants, or in the kitchen at these restaurants.
Good luck!
