there is a difference between forgiveness and repenting,
you need to repent
forgiveness is just saying sorry
to repent you are sorry and then try not to do wrong

I think that (and this is just a personal opinion) that in the act of forgiveness, it's similar to a loving parent forgiving a child. You're forgiven, yet, the goal is that you don't just repeat the 'offense'.
In the extreme, I suppose that IS the case, that one could just be bad, nasty and crazy their whole life and then, at the moment before death, they ask forgiveness. (seems easy in the movies)
It's how you interpret it. Can it be a blank check to do bad? Yeah, I suppose so. If you are comfortable with that. I take it much more as a lifelong class of learning and attempting to do the right thing.

Forgiving is a requirement if we also expect to be forgiven. "give and it shall be given unto you".
And once you have that assurance that all your past failures have been forgiven,it creates within you a desire to live as rightously as possible. We aim to not have to ask for forgiveness. But as humans we inevitably fall into sin from time to time.
This forgiveness principle does not give us the right to just do as we please, then expect forgiveness. Try reading the book of Romans. There is much in there that speaks on this very topic.

Forgiving is more for ourselves than the person being forgiven. That is why forgiving is important even if they are forgiven by God and saved anyway.

Paul answered this question in the Bible:
Romans 6:1-2, "What shall we say, then? Shall we go on sinning so that grace may increase? By no means! We died to sin; how can we live in it any longer?" The idea that a person could trust in Jesus Christ for salvation and then go on living just as he/she lived before - is absolutely foreign to the Bible. Believers in Christ are new creations (2 Corinthians 5:17). The Holy Spirit changes us from producing the acts of the flesh (Galatians 5:19-21), to producing the fruit of the Spirit (Galatians 5:22-23). The Christian life is a changed life.
What differentiates Christianity from every other world religion is this - Christianity is based on what God has done for us through Jesus Christ. Every other world religion is based on what we must do to earn God's favor and forgiveness. Every other world religion teaches that we must do certain things, and stop doing certain things - in order to earn God's love and mercy. Christianity, faith in Christ, teaches that we do certain things and stop doing certain things BECAUSE of what Christ has done for us.

Forgiveness is a characteristic of the Godhead and as such is a notion that we in our human imperfection should strive to attain. The unending grace which is a result of forgiveness is to be cherished. However, nothing is automatically forgiven and there is unpardonable transgression of the spirit.

The point is someone who truly seeks forgiveness changes from the person they once were. they no longer have the desire to live the way they once did. We will always sin in some form but it is not our intention to run rampant as sinners because we know we are forgiven. there are still consequences and why would we want to hurt our Father that way not to mention ourselves.

Good question; such a practice promotes sinning.
Yet the more one presumptuously sins, the harder their heart becomes and, for all practical purposes, judgment has closed for them because they are desensatized to the most solem revelations, like Jesus raising the deat--always around witnesses.
If one thinks they can willfuly sin and then get saved, they need read Numbers, chapter 15.

The trick to that deal is that you have to truly see the error of your ways and ask for forgiveness. You can't kill someone and then say oh yeah, by the way can you forgive me for that one. Yeaaaaaaahhhh.....thanks.
Don't confuse right and wrong with the crazy teaching of cults. You don't need silly stylized rituals to be a good person.

I don't know about the whole people doing whatever they want and getting saved anyway thing...
But I do know the biggest point for us to forgive others is to remove the venom of resentments, anger, and hatred out of ourselves.
