does filling in eyebrows slow down the growth rate?

i plucked to much off the ends and i'm trying to grow them back. in the mean time i'm filling in the ends with eyeliner. if heard that it slows down the growth, though. does anyone know if that's true or not?

as long as you wash your face thoroughly at night time you will be fine
