Depends on the style of music you are playing. Most of the time you just pick them up.

Really depends on what kinda sound you need. Sounds like you just started. Then maybe you can practice to pick them up first, make sure you're familiar with all the basics. When you play and listen more, you'll want to make some different sliding sounds to match the tune/piece. You'll know how to do it then. Good luck!

Slide when appropriate for the music, the mood, and the projection. If your strings squeak, try a set of Elixer's Mediums. They're smooth as glass and last for three months at a minimum.

Most of the time you pick them up to go to another cord or to play notes, however there are times when you do slide to another note or cord, it depends on what your playing, the sheet music usually indicates what you're suppose to do !

I see both done. I prefer to pick them up slightly as to not get that "zzzzzzt" sound. I personally think that is sloppy technique, and it sounds awful on a close recording of an acoustic guitar.
I've seen and heard some beautiful songs/performances ruined by that sloppy technique.
