But if I use any of these programs they then remain running in the background untill I reboot my PC. Is there anyway I can stop them running, after I have used them , without shutting down my PC. I am using VISTA HOME PREMIUM

Click on "Start", "Run", and type "msconfig".

Click on the "Startup" tab and de-select any programs you do not want to have start up anymore. Then click on the "Services" tab, and check the box "Hide Microsoft Services". Deselect any services from here, too, that you don't want running, and then click on "OK" and restart your computer.

After restarting, you'll get a prompt about having changed your startup items. Check the box "Don't Show This Again" or "Don't Prompt Me Again", and you're in business.

Running less when booting speeds up boot time and yes, reduces memory usage.
