You star by clicking that little star below the question... The one to the left of that little flag. The more stars a question has, the more people think the question is interesting. And more stars mean more fame for the author.

You see a question that you think is a good question and you just click on the star. This gives the person a star. It also tells other users that someone likes the question.

They told you how you can star people, but also you asked how you get stars. Well you get outside on a clear night in an open field, and you hold out a big colander and just wait.
