young 20 something girl sits opposite me everyday on the train commute.
she's a pretty thing but she wears spray-on trousers showing a cameltoe, wears high heels that she can't walk in, and has a fake tan that makes her look orange; so much so that other people are calling her "tango"

I fully agreee with Todd.
I hope you don't mean it nasty, although calling her "pathetic" is mean. I just assume that you feel sorry for her, as people are laughing about her and she might be a nice person.
Telling her that she looks bad would just hurt her and really destroy her self-esteem and make her insecure. But if you want to hepl her a bit, you could say to someone:"Did you see that girl sitting opposite us? Everyone is calling her "tango" because of her fake tan and cameltoe she has, she could look so good if she was wearing some nice things." Just make sure she hears it.

Some women seem to think looking like a 8 lb sausage in a 5 lb wrapper looks good.... it looks pathetic but she would hate you for saying it. IF you can make a comment about her when she can hear it on the way home then maybe. Something like that "That girl in the (whatever she has on) would look so much better in clothes that fit and shoes she can walk in." said at the right time might cause a temper or get her attention... but watch out!

Im 31 and i like punk dress , nope not a on a 15 year old but ppl my age ,,, for some its funny and for me its sexy,, see its difrrient, and there will be someone telling her she looks good, but she should have a friend who tells her things, im a guy and im kinda crazy as far as fashion goes and i let my friends comment on how i look and ask them so that i know where i stand and i dont look like an a** for my age,,,,she needs friends to tell her not a stranger to tell her things, its our own thing, You can go and tell an indian women that she could wear a nice skirt instead of 6 feet of saree can you ? its personal preferance, and keep you ears away from the ppl who comments on the gal even though they might sound right to you, let that young thing experiance her own life and learn from it,,, remember the afro haired days ? it was funny about 5 years ago but now its making a comeback ,,its just one of those fashion thingy

Well, if you don't tell her, who will have the heart to??? Don't tell her she looks pathetic, she will slap you. Maybe she looks that way to keep creeps like you away from her. If you believe you have any potential with this woman, maybe try liking her no matter what she wears. It's not her fault she's stuck in the 80's. Maybe she is looking for that special someone that looks past the orange skin and painted on pants. Do not judge lest ye be judged.

Do you know her?? If you do then maybe it would be an act of charity to tell her NICELY that you think she would look so much better if she changed her style in fashion a bit and that shes naturally pretty so doesnt need that much fake tan etc
However if you DONT know her - theres no way you can tell her - I know your intent is good hun, but she'd positively die of shame. She must have friends and family that can see what you see - let it up to them to put her wise.

She may look pathetic to you, but to some she may look like a star. If the way she dresses make her feel good about herself than maybe she should stick with it. Or, if you think she's pretty, try to get to know her and find out for yourself why she dresses like that. She may feel that's how she needs to dress in order to get attention and you can prove to her otherwise!

No how would you feel if somebody thought you looked pathetic, you don't even know her so if she wants to do what she likes and look orange let her, it's not you're problem and it shouldn't be disturbing you.

Unless she's a friend of yours, it's none of your business how she chooses to dress and I doubt your advice would be well received.
