Read newspapers, magazines, and at first simple books (even books for children) increasing the difficulty and complexity as you go. Most importantly, do a bit every day, rather than a whole lot once a week. Repetition is the key. This is how we all learn our mother tongue. If you can find a pen pal who is a native speaker, it would help, but if you are really determined, you can do it on your own. Good luck. I am sure you will succeed.

By the way, your question should: How can I improve my knowledge of written English?

Find out where there is a local high school, college, or grammar school near you. Most of these locations will have English as a Second language classes available for adults of all ages on the weekends at convient times. This, I have found, is the best way to improve your knowledge and ability to write and function in the english language.

There are numerous free programs which teach "English" as a second language. Contact your local library. Other sources are churches & public & government places where services are available for the general public. The public schools would be a good place to start.

read an article or a book that you are very interested with (like geneology, quantum physics, or herbal plants, etc..), and have a dictionary always by your side. if you always use the pc, download a dictionary software.

write your dreams every morning, or include it in your journal. write everything in english. every month, read a month back. you can compare or correct yourself in your head. every year, read back and you'll be surprised at what you've accomplished.

do your conversations in your head in english. if you must, correct yourself if you think you made an error in your thoughts. you can do a lot of english thinking by watching (movies, cars passing by, the sky) or counting in words (one, two, three, four, one hundred one), or deciding on what to buy (should i buy four apples? i still have fifty dollars....)

i mentioned about journals. it is by far (for me) the most effective tool for writing/reading and working on your imagination (in english). you are your own critic and you write about something you notice the most.
