Most Army posts are different, but from an MP point of view 4" blade non fixed is can be carried while on or off duty while anything larger of fixed can (should) only be carried while off duty. Here is a quote from Fort Bragg policy:

paragraph 8 of Fort Bragg Regulation 190-12 prohibits possession of a fixed blade knife with a cutting edge in excess of two and one-half inches.
