It all really depends if the individual is ready and if they're mature enough.

I was 16 when my mother told me it was okay for me to 'receive company'. That meant on a Sunday afternoon, after church, a young man (whom she knew, as well as his parents) would be allowed to visit me for one hour in my living room. That also meant that my aunts (2), my uncle, my mom and my sister would make their individual rounds through the dining room into the living room and back to make sure nothing was going on. After the hour was up, the young man would bid his good night while my mom stood in the background in the hallway to ensure that no touching or kissing would be going on. Of course, I'd escort him to the porch and try to sneak one in, but she was 'johnny on the spot' to click on the porch light to make sure the young man got safely down the porch steps and out of the yard. Officially, going out to a movie with a young man did not happen for me until my prom. I was a senior - To be honest - I don't think I suffered much. I had plenty of friends and we always traveled together - boys and girls. It was always safer that way. My own daughter had her first date when she was in the 11th grade - and his mom took them to dinner and I picked them up and took him home. I would venture to say - 16 or 17 and that depends on the maturity of the two people and how much I know about the parents, etc.

16 or 17. They've already gone through a little bit of puberty. And they're at the age where theyre close to exiting highschool.
