photobucket.com or flickr.com for uploading.
photobucket only offers resizing and flipping.
photofiddle.com and picnik.com are wonderful free online editors if you have nothing else.

You'll find sites, where images are free to download.

go to Google Picasa for a good photo editing and sorting program, and it's free.
