What is the best type of holster for carrying a concealed handgun.
I have to wear a tucked in shirt and a belt because of work.
Half the time it is casual and half the time it is a shirt and tie.
I have heard conflicting reports about the pager pal, and the Smart carry.
Some people like them some dont.
I want something that is comftorble, easy to get to in a hurry, and safe.
The type of gun is not too important as I own several now that my father left me several in his will.
What are your recomendations.

Unfortunately, your requirement for "comfortable, easy to get to in a hurry and safe" does not fit well with your requirements for dress: Tucked in shirt and belt.
Usually if the hoslter is quickly accessible, that's because it's not as well concealed. The more concealed it is, the harder it will be to get to in a hurry.
Some considerations:
Do you sit a lot (desk job)? Ankle holsters are more likely to show.
Do you bend over a lot to pick things up (Stocking, heavy lifting)? Small of back is out, smartcarry could be uncomfortable, ankle holster could show.
Do you normally wear a suit/jacket/blazer, or any type of covering garment (vest, sweater)? If so, then your options open up, but you still need to be careful. (I presume you don't want anyone at work knowing that you carry.)
Aside from the previous answers, you may want to consider Thunderwear (like smartcarry) depending on your situation.
You also should consider the CTAC from comp-tac. With the option of the velcro mounting system, the tabs that hold the holster in place disappear behind your belt (they actually attach to your belt with velcro). By tucking the gun under your shirt, and "blousing" the shirt around your waist a little, you can effectively hide most guns.
What do you carry? Larger frame guns are obviously more difficult to conceal. Depending upon what you carry, you may simply have to find something else. I ended up doing this when my Ruger P97 was simply too large to conceal well. I loved the gun, but I couldn't conceal it as well as I liked. I carry a Walther P99c now.
I also can recommend wearing darker shirts, shirts with patterns (the more, the better), and whenever possible on casual days and such, wear "Hawaiian" shirts. The wild prints make it near impossible to notice anything underneath.
Pocket holsters work well with wide pockets (dockers, dress pants), but you give up firepower in both capacity and caliber. A .32 is still better than nothing, though.
I intensely dislike "off body" carry, like briefcases, purses and day planners. Leave it behind by accident just once and you'll know why.

Is the US so dangerous that people feel the need to carry a concealed weapon? In some areas, yes. The United States is a big country with about 300 million people, some good, some bad, some very bad. There are some areas in the US that are really dangerous, ironically these also tend to be the areas with the strictest gun laws. Then there are other areas that look like a Norman Rockwell painting. I sometimes carry a concealed firearm when traveling on long trips because I realize that I am ultimately reasonable for my own protection. When danger threatens it's usually too late to call a policeman. Violent crime in the US is the result (in my opinion) of a lenient judicial system that favors the rights of the guilty at the expense of the victim. Over the last 40 years this has only gotten worse. In the US violent criminals are seriously dealt with only after committing several crimes, often having sentences bargained down to a lesser offense in court before their criminal activity finally earns them a significant prison term. The US is one of the few counties where citizens can legally own firearms, and under the right circumstances even own full auto weapons (think machine gun). This gun-love we have is something uniquely American. The United States was born through the muzzle of a gun and firearms played a decisive roll in the shaping of this country. The right to own a firearm is just as important to most Americans as the right to free speech and a free press. You would be hard pressed to find another country on the planet that is more atavistic about firearm ownership than the United States.

For packing a J-frame S&W five-shot snubby, a pocket holster, is just about perfect.
Another good option for that size gun is the Barami HipGrip. This replaces the right grip-panel with a panel that has a hook that will slip over the waistband allowing holsterless inside the pants carry without the danger of the revolver slipping down your pants leg.

Blade Tech makes a Kydex IWB holster that allows a shirt to be tucked in. The only evidence is a loop around your belt. You could attach just about anything on top of that loop to conceal that, too.
IWB is much easier carry than shoulder, ankle, etc, and faster.

I would say if your main purpose is at work keep it in your brief case if you have one. Get a gun protector which is basically a case that just keeps the gun from bouncing around. Put in inside concealed pocket of briefcase. Go with something like a glock because is small enough. Dont put a round in chambrer and you should be fine.

for a suit like you, I would consider a pocket holster for small caliber and small frame hand guns. Or a always famous ankle holster that makes a nice conceal on mediem framed pistols.

you want a good holster that hold the gun close to your body. the best i have seen is the old pancake style holster
