This is really a matter of personal preference, because you have great coloring to go in a few different hair color directions! A close friend of mine owns a salon (she recently moved but did my hair for years)...and has always said that light skin is the most ideal for coloring hair because anything can be made to look natural and pretty with light skin. Very dark skin and light hair can look unnatural, but it's possible for a fair skinned person to naturally have any color...red, dark, blonde. They can all look lovely.
Red is stunning with green eyes and fair skin, and has a truly beautiful, natural look that can only pulled off on this coloring. It can have a very beautiful celtic, earthy look when done softly. Your eye color will pop against that lovely red. It's also more unique and attracts a lot of special attention....redheads are gorgeous!
A darker brunette or black is also stunning (think about famous actresses with light skin and dark hair with light eyes, like Jennifer Connelly). If you get black instead of a dark brown you may like to have some highlights of a reddish or brown color worked in around your face so that you don't look washed out. Black hair dye can come out very flat.
Blonde can look beautiful, too, and lightens your look and puts lots of emphasis on your features, especially your eyes and smile (they will sparkle against the golden blonde). I have found that blonde is the highest maintenance color as your roots come in and it always requires touch ups.
Either way, you have gorgeous coloring and will look great as long as you pick what you love! Best of all, it's just hair. If you don't love it, you can change it the next time. :)

That would actually depend more on facial structure and features. I've seen people who could pull off all the colors of the rainbow and others who could only pull off their natural hair color.
If you want to stand out most, black hair with green eyes and fair skin provides the most attractive shock value due to the contrast --- unfortunately, many naturally fair-haired people can't pull off such a dark color because the rest of their features don't match. They just end up looking like they're wearing a bad wig.

naturally if you have green eyes you can have any shade of blonde, any shade of red, and lighter and redder shades of brown. I haven't seen anyone ever with black hair, fair skin, and green eyes. I know I have green eyes and fair skin, my hair is a brownish color with a lot of red naturally, and in the summer time I can go blonde.

I would say a Reddish color. Or somewhere between red and brown. It would look good with fair skin without making you look sickly pale.

Why not keep it close to nature. I think a light brown, not a mousy brown, or maybe a brownish red would be really striking!

Dark brown, but not black. Black would wash your skin out and make you appear more pale than you really are. Try a dark brown with face-framing honey-colored highlights.
