First of all, give him time to adjust! Second, does he bite you when you try to get him out? One of my 'tiels hisses whenever you come near her cage, but the second you pick her up, she turns into such a baby and is so sweet. Try feeding him a treat with your hand outside of the cage and poking the treat through the bars. This will tell you if the bird is afraid of you or trusts you. If he's afraid of you, there's a completely different approach to getting him out than if he trusts you and is just being difficult. You need to let him adjust, You will have yourself a lapbird soon, I have an African Grey and Sun Conure. If I had to choose it would be a tiel. handfeed him treats, leave cage door open, talk to him. I never locked my birds up except for safety issues. Look up Avian on web.

Beware, for it sounds to me like this cockatiel is really a cockartrice ( a snake!)

in my opinion just try to be around it so it can learn to trust you and gets use to u being around, this make take some time but its worth it in the end. just dont do anything to frighten it cause then it wont feel confortable around u.
