Another deterrent is way of being raised. If your parents have taught you better, whether by mentioning God or not, you will know better.

Logic.
Morals exist in all societies, they have different flavors but are all relatively the same. Each society has a completely different version of God, and some have none.
Morals are really guidelines that are logical ways to maintain civilization. I don't murder because I know it is bad for society, bad for my family and ultimately bad for me. Unpunished murder would lead to chaos and ultimately my death.
I understand that I have a limited time with life, so it is my duty to do the best I can with it. I have a duty to society to try and make things better for the future, so that my kids and thier kids etc can have increasingly better lives. The morals that exist in me come from my ability to think things through and determine a good future.
I think that you will find that morals are generally changed by religion rather than society. If you lived in Afghanistan, you might be murdered for not wearing the proper clothing. This is a moral call dictated by a God, interpreted by humans.
Without that interpretation I would be able to wear whatever I liked, as long as it was good for society. Religion actually creates moral discrepancy, not clarity.

Humanistic common sense, and a knowledge of right from wrong will stop an Atheist from murder and other heinous crimes. Just because an Atheist doesn't believe in God does not mean God's laws do not benefit them.
All humans are born with the knowledge of good and evil.

Some thing that stops Christians they don't want to go to jail.
They do murder when it is a free be. Like the war in some foreign country.

From our own ability to look at the world around us, and society, and realize that it is wrong to deprive another human being of life (the only life they have, since there is no afterlife, no reincarnation).
To take from someone the most precious thing there is (life), for whatever our own selfish reasons is wrong. Not because some sky dude will punish us if we do it, but just because it is important to our continued existence as a social entity to respect our fellow human beings and afford them the same rights, privileges and respect that we feel should be afforded to us.

It is truly a sad state of humanity, if the only reason you do not hurt another being is because you are afraid of what God will do to you.
I on the other hand do not hurt another human being, because that would simply hurt me too much. I cannot bear to see someone else in pain, let alone if I caused it.
Which do you think is a better deterrent. Your god, or your own conscience telling you it is wrong, and feeling the other person's pain?

No Child of God commits murder, only those who have been possessed by a evil spirit of destruction which Christians can not have because their body is the temple of God-the Holy Spirit. So it is impossible for a true Christian to commit such as evil act..Think otherwise....

The offender rate in the US based on 2005 data is 5.74 per 100,000. It would seem that simply being human stops most people from committing murder.

I have what is called a conscience. It is innate in me that killing people indiscriminately is wrong. I do not need some fairy tale to tell me that, but then religion has always been for the week minded - those who cannot think for themselves. That is why born-agains are so fanatical. They screwed up their lives with their own conscience so they have to get that from some one else. It may be the best thing that ever happened in their life and I wish them the best, but because they are incapable of thinking for themselves that does not mean that they have to shove it down my throat thinking that I am incapable of thinking for my self.

What a bizarre question.
We are a society of law and order, that's what "stops" us. Since most murders are committed by Christians, I don't see "god" stopping anything.
