I would guess you could apply for PayPal's own card (I expect you have to set up a Direct Debit so they can raid your bank Account whenever they want to) and then use that.

Note - PayPal is the target of massive frauds .. this means they can be VERY 'fast on the trigger' .. if some-one attempts to scam YOU, PayPal is quite capable of freezing all the accounts whilst it sorts out who's telling the truth ... and being without paypal for up to 180 days with 'live' auctions you can't pay for (or accept payment on) can quickly turn into a nightmear ..

I was able to open one without a debit card, but I did need an active checking or savings acccount. I LOVE MY paypal debit card. It makes things on ebay so much easier.

Or, you could use the a.K.a Card which is just like PayPal in terms of protecting security but is more convenient because it's accepted where ever the merchant accepts credit cards.

yes, although I did it with card first, then added bank account.

im not sure if you can do it straight up with a bank account becasue of the address checking.
