I noticed that, my male min pin, how is clearly the dominant dog at home compared to another min pin..but whenever he is near a really big dog, he just walks to the dog, and plop he goes on his back waving his paws in what looks like this instant submissive position. Why does he do this?

It is submissive behavior. He does this probably because he is small and th other dog is large. Dont be concerned about it. It's actually a good thing, because he will not start a fight with the bigger dog resulting with him loosing. He is dominate at home because it is his territory, and he is boss with the other animals, hopefully not with you too.....

Yep, this is a submissive position. When a dog rolls over on it back it is exposing its throat, it most vulnerable body part.

I'm assuming that its because he wants to protect himself from the other dog in case he attacks. The reason he goes in that position is probably because if the bigger dog tries to bite, your miniature pinscher can kick his face multiple times, therefore defending himself from being bitten. Thats just what I think, so don't think I'm 100% right. It's just logical.

You've answered your own question. He's submissive to the larger dogs.

Yup -- that's what he is doing. He may be dominant at home, but he is letting the bigger guys know that they are incahrge of the situation.
