Cluster bombs have a relatively high dud rate. A "dud" is a bomb that fails to explode after it is armed. Some children in the countries where these bombs have been used play with the unexploded sub-munitions (bomblettes).
Duds, however, are still armed and often explode causing severe bodily injury and/or death.
Land mines cause a similar problem, except emplaced land mines often can not be seen and are more lethal to all civilian residents of a combat zone as a result.

Actually and specifically for kids, the problem was(is) caused in Afghanistan by the booby-trapped "toys" (matrioshkas, balls, etc.) thrown by the Soviets in populated areas. These are intended to explode when manipulated and who would manipulate them? an innocent child who thought he or she had found a toy. Cluster bombs are just dropped, and whoever is below, adult or child will have "problems". Unexploded bombs, cluster, smart (?), dumb, etc. are always a danger for anyone as the many peasants in Southeast Asia can testify (those living, of course).

They only cause problems for those kids in third world countries that have had these bombs dropped on them. The bomblets act as small land mines when lodged the right way.
It really is a great weapon to use. We should be dropping more of them in Iraq. It is a very effective weapon.

Yeah, it's hard to eat when your hands have been blown off by one of the dozens of previously unexploded bomblets released as part of the 'people destroying' design of the cluster bomb - made even harder for those kids having their legs or feet blown off when having to run to the food distribution center to compete with everyone else for the food given out every now and then by aid workers.

When they are dropped many don't explode but remain armed and triggered. The bomblets look like balls and to with nothing else to play with the kids see them as toys not knowing what they are until it's too late.
There ends up being millions of these think remaining after a bombing campaign.

The first problem was that cluster bombs were painted the same color as MREs dropped from planes. Also the kids see the pretty bright colors and play with them.

Civil wars happen and waring factions leave them out in open fields and all over the place. Then, when kids are running around and playing, they step on them and lose limbs and stuff. This can happen to adults, too...and it wouldn't happen if people would donate money and clean up the fields using robots and bomb-sniffers after these conflicts.

yea! little kids find the unexploded little bombs and play with them then kaboom their goes an arm or aleg. not hard to understand.
