First off, is this a home phone (land line) or a cell phone? If its a land line your mom could easily call the phone company and ask for a detailed phone bill showing all the calls made and received including the phone numbers by which they were coming or going. If it is a cell phone then that is a different story. There are companies in the U.S and out who are now using a new automated system of telemarketing where if the phone is picked up after a certain number of rings a computer system recognizes that a real human has answered and will thus keep calling that number. The breathing could be white noise between the connection. There is no way to stop the calls from coming other than to just ignore them, as annoying as they may be.

Cookiesmom is the right one here. Do exactly what she listed. And by the way, Indiana Frenchman, the police do not trace calls, the phone company does. They in turn provide the record to police. 911 ANI/ALI does a "dip" into the records to get your number and address, then posts it on the 911 operators screen. You watch too much TV.

If you don't already, get caller idea. Don't answer eunless the screen tells you who it is and if you know who it is. If you don't answer it, let the answering machince pick it up and screen the calls. Don't answer if its them, chances are they wont leave a message. They will get bored and moveon to someone else. Unless they are threatening you, dont get the cops involved. Also, you may be able to get the phone company to tell you what their number is and block it.
Good luck to you.

You can get privacy manager. it automatically blocks private numbers from calling you.

Privacy Manager is a call screening service that works with Caller ID. It stops unidentified callers before your phone ever rings.

i had this happen to me... call the phone company....tell them whats going on.....they in turn will begin to monitor (free of charge) the number of calls from this person (remember, it will only work if they call from the same number and it sounds like they are).....also, have your mom create a log and enter each instance in the log.....date and time, what was said (or done) and length of the call...then a comparison can be done with the phone company records.....once enough of these calls have racked up she can then call the police and create a report to press charges....the phone company can guide you through what you need to do....good luck.
