Subjective...
Different people's skin grows and changes differently. In fact, very few are in any way alike.
The best bet is to get one where you'd really like it to be and have it touched up every few years to keep the color vibrant and strong. As you get older (to the point that the skin is sagging and what-not) it's likely you won't be worried about it as much by then anyway :)
Get what makes you happy where you want it.. otherwise.

On the sole of the feet. I can think of any stretching going on there. You could always kick your heels up and flash the tatoo, or give someone a karate kick and acheive the same effect.

your ankle is a great spot to get a tattoo.
one of my teachers has an 18 year old tattoo on his ankle that looks the same as it was in the picture of it from when he first got it

depending on weight loss and gain, wrinkles and what not there may be no "safe" place for it. The places that seem to fluctuate less are hands, feet, head/neck, forearms, and lower legs. but that's just my guess :-)
