It will be packaged for about 1-3 weeks

Without using industrial preservatives, 3 weeks might be a little too long. I would think they might be stale at that point. Popped popcorn doesn't seem to keep very long.
One thing I would be sure of is that the popcorn is completely cooled, so it doesn't stick to the bags.

I think it would help if you sprinkled a little flour as in a cup per each bag. That should keep it fresh for quite a few years if you ask me! Good luck on your quest to preservation!
