To me, a promotion does not seem like an occasion that calls for an expensive gift, unless the person is also moving away.

I vote for the most expensive pen set that you can afford. Something that will have PRESENCE on his desk.
Congratulations to him. Does this mean that he can now work decent hours, instead of the usual 60 - 80 per week?

A very expensive briefcase with his initials embossed on it. Give it to him at the party you throw in his honor to mark his achievement. Congrats.

Well, aren't lawyers just little judges? I mean, don't they all wanna be judges when they grow up? Get him one of those little wooden mallets! My wife has one with a little gold plaque on the base that you strike the mallet on. Their made of mohogany. I'm sure he'd love it.
