I think not. As I recall, the Cyclopes was a good bit larger than was Odysseus and lived alone in a cave. This presents a logistical problem in that the general population of the world who are to become a part of the Cyclopes family are not only going to have to be blinded in one eye; they are going to need stretching, fattening up, and have caves located for them as domiciles. The less intelligent candidates will have to be smartened up and the more intelligent dumbed down. All this after only a few moment's thought. I don't believe that it is going to be anywhere near as easy as you believe to turn the world's population from people into Cyclopes. YOU DO WANT TO DO THE JOB CORRECTLY DO YOU NOT?
edit:need plastic surgeons to relocate remaining eye to center of face. No, my recommendation is to form a committee to look into the matter more carefully. I think you may have gone off in the heat without your blanket.

No - that is only the case if exactly half the population actually literally pokes out someone's eye. Ever meet anyone anywhere who has done this?
This particular law merely means that if you must respond to a hurful action, at least respond in kind. Even in the old testament, there were means given for forgiveness between people, so let's not go on about this trite, unthinking cliche.

in most it would leave the world blind-because when a person knocked out anothers eye to get even, then the original victim would have their other eye knocked out an eye for an eye, who in turn would knock out the first perpetrators eyes thus they would both have both eyes knocked out-and vengence for the extra last eye revenged to the family and back and forth-till we were all blind.

As a Jew to me the prophecies helped me to know him personally-as they led me to his final words before ascending to heaven=Isaiah 9:6 "Unto us a child is born, a son is given, and he will be the mighty God, the wonderful counselor, the everlasting father and the prince of peace."
since the comming of Jesus many Jewish and non Jewish/gentile people believe in him personally, including all the Jewish writers who wrote the entire New Testament as promised in Jeremiah 31:31 ff/and following. "I will make a new covenant unto you, not like the one I made with Moses, and you shall be my people and I will be your God."
this is what helped me as a Jew to make the final breakthrough=praying for you in Jesus amazing grace that saved me=John 3 repented of my sins-even one lie, and asked Jesus in to forgive me and help me do better, and be my friend. amen. Revelation 3:19&20 "I love you and ask you to repent, Behold I stand at your heart door and knock, if you ask me in I will be your friend."
You can't buy true love, and when you have love from above you will have direction to earn money to provide for needs.
