1. Masochists (would that still be punishment), and no one else, unless I made sure they all knew the rules to play by and they still were bad.
2. Don't have kids.
3. I'll let ya know.
edit: I think this is one of those things you don't know until you're in the situation. I will take my best guess.
I would try to raise my kids so they knew what to do and what not to do. That would cut down on punishment. Assuming they did something wrong, the first time, I would explain why it was wrong. The second time..... depends on the offense. Probably revoke privileges of the kids. I would ground them, take away cell phone, etc. The amount of time would depend on what they did. Not more than a month. But I would first find out why they did it. If they had a good reason, then either no punishment, or less severe punishment. I would also consider time off for good behavior.

As God? That is a big one...I can't say because there are so many people in the world and I do not have the same discernment that God would have.
As a parent and loving Aunt I have disciplined my own son as well as my nieces and nephews.
I belief the the punishment should fit the crime. Example...this morning my 5 year old niece was to go next door and bring her friend back to play. She took it upon herself to not come home for over an hour ( I could see her in the yard next door the entire time) and she had to stay in until after lunch for being disobedient.
EDIT: After lunch was about one hour away.

1) I would punish those who intentionally hurt others out of their own selfishness.
2) I have 2 and have had to punish them both on occasion.
3) The punishment fit the crime so to speak and I took absolutely no joy in the act of punishing them.
edit: length of time would vary but in reading between the lines I would add that I am a Christian who through my own study of scripture has rejected the commonly held belief of eternal torment of the wicked. It is not biblical and does great damage to peoples perception of the true character of God. Those who promote this horrid doctrine will have to answer to God Himself some day.

Only those who brought harm upon another unjustly.
I have only one child and his punishments vary with the offences he commits. Usually not long, unless the punishment is removeing a priviledge or toy for an exact amount of time due to abuses thereof.
I would be a great god.

1. Molesters, rapist, child abusers, and certain killers.
2. If I was a parent I would punish my child with a punishment that fit the bad deed.

if i was god i would probably self harm due the the guilt i would feel after allowing myself to create a world where children have to be punished to learn things rather than take a healthy influence from their parents i don't punish my children for any length of time they have to put up with my short comings as i am only human why should i not put up with theirs ?

If I were Cheney's parent, I would punish Cheney.
I would make sure the punishment was comensurate with *all* of his crimes.
Truth be told, however, I'm more interested in justice than punishment.

1... Any one who treated someone worse than they'e like to be treated, which covers alot. Anyone who didn't treat their body like a temple.
2....the child who was mean to others or didn't like to share or who stole something or who dishonest or had temper tantrums or didn't appreciate the cost of things given to him.
3...my son, i punished him by inviting his friends over for the weekend, and allowing them to play his Wii and his playstation 3 while he was to sit from a distance and watch them enjoy his games and not bother them. I even bought them pizza while I reserved a salad for my son to eat. That was punishment for him because he is very selfish. That really upset him. He hadn't been selfish from then on. i got that idea from my mother; she did that to me when I was a kid. Kids don't want other kids playing with their favorite things.
