Call Department of Human Services or Child Protection Services. Period. There is no explaining this nicely to your friend who is not thinking of the safety of her children. You could be held accountable if something were to happen to those kids and you didn't report that you knew the mother was smoking pot.

They're not your kids: there's really nothing you can do unless you want to call the cops, have your friend to get arrested for possession, and have her never talk to you again. Maybe you can just tell her casually that you came across a magazine article saying that the effects of secondhand pot smoke on children's lungs is just as harmful as secondhand cigarette smoke. (It's true- Google it and you'll find some data.) Just be gentle about it, and for God's sake, don't act like you're preaching or meddling.

MYOB. If you can't do that, then leave the friendship. I would not recommend trying to be a hero. Frankly, if that's the worst thing their mother does (if she doesn't abuse them, is an otherwise attentive mom) it would be far more traumatic for you to do something that would have the kids taken away. Tons of kids have to deal with parents that get drunk, and trust me, it's more damaging! People look the other way because alcohol is legal.
