is it proper to dress up or can you wear whatever?

A viewing is a time to say good bye (pay respects) to the deceased as well as to express your condolences to the survivors. As such, you want to be presentable, because it is a more formal occasion than just hanging out with friends. So, since it is a somewhat somber occasion, dressing for a 'party' is inappropriate, as is excessive display of skin. Hence, 'business casual' is a minimum standard.

Depending on your relationship with the deceased and the survivors, you should dress accordingly. If you want to portray yourself as less than adult, then i would vote for more casual than if you want to be seen as adult. The choice is always yours.

I would show respect for the deceased and for the solemnity of the occasion by dressing up a bit - business casual would be appropriate in my opinion.

Well I see no need to dress up but you shouldn't show up in jeans and a t-shirt either..
Just casual wear is sufficient

I would dress up. At the minimum I go business casual. Certainly no jeans.

Wear business casual and either pants or jacket or blouse in a dark color (it's traditionally respectful of mourning).
And no red dresses!

I wouldnt over do it but a casual dress would work

wear something nice, like you would if when you go to church, nothing flashy, w/sequence or anything like that, you can also wear slacks.
if it's hot wear a nice comfortable sun dress or something along those sorts.

Dress decently -- no jeans, no short shirts, no flip flops, no bare shoulders or belly.
